Truth in Taxation & Proposed Budget Notices

Taxing units must comply with Truth in Taxation requirements when holding public hearings, considering budgets and setting rates to impose property taxes.

Truth in taxation laws require that when a proposed tax rate for the entity's budget exceed the rollback rate or the effective rate, whichever is lower, the taxing unit's governing body must vote to place the proposal to adopt the tax rate in the agenda as a action item. If the motion passes, the governing body must schedule two public hearings on the proposed tax rate and notify the public of dates, times and place for these hearings.

The City of Richland Hills will also hold two public hearings on the proposed annual operating budget. Members of the public are encouraged to provide input and attend the public hearings during the budget process.
