Rates

The City of Richland Hills has adopted a tiered rate structure that encourages customers to conserve the water they use. Customers who use less water fall into a lower tier and pay lower rates, while those who use more water move into a higher tier and pay higher rates. A separate irrigation rate is charged to those customers who have a separate irrigation meter.

Any new water meter damaged or tampered with after installation will be subject to a current replacement cost charge.

Any new endpoint (provides cellular signal) damaged or tampered with after installation will be subject to a current replacement cost charge. Any new endpoint accidentally damaged will be replaced by the City on the first incidence and will be the responsibility of the property owner thereafter.

Sewer Rates

Winter averaging is used to calculate sewer rate charges. New customers will be assigned a default winter averaging value of 10,000 gallons.

Sewer charges are based on the average winter consumption calculated using the December consumption, January consumption and February consumption. This average consumption is calculated annually. Once the winter average consumption is calculated, the average is used to calculate the sewer charge using the rate below. The new rate takes effect April of each year.

Residential

  • Minimum Rate (first 2,000 gallons): $33.35
  • Volume charge (per 1,000 gallons, based on winter averaging of December, January and February readings): $2.15

Commercial

  • Minimum rate (first 2,000 gallons): $38.50
  • Volume charge (per 1,000 gallons): $3.35

Please email Utility Billing if you have a major leak during the winter averaging months. Documentation of work/repairs is required.

Drainage Rates

Drainage rates are the monthly drainage (stormwater) utility fees.
