About Utility Billing
Utility Billing is responsible for setting up customer accounts, monthly billing, creating work orders for changes in service, recording payments and delinquent account collections. Our goal is to provide exceptional customer service that is efficient and equitable while adhering to the City of Richland Hills' values.

Customers wishing to set up a new water account or terminate an account must provide all documentation before 2:30 pm Monday through Thursday. Learn more about starting/stopping water service.
You can view your account online. Your account number and pin are on the top right corner of your bill.
Get your bill emailed to you each month (while still getting it by mail if you wish) by emailing a request to the Utility Billing department. You can also update the phone number, mailing address and other contact information listed on your account by emailing us.
Online Customer Portal
