City Charter

The City of Richland Hills operates under a Home Rule Charter (PDF) approved by voters in August 1986. A municipal charter is the basic document that defines the organization, powers, functions and essential procedures of the city government, including the powers and duties of the City Council and City departments. The Charter was amended on May 3, 1993, May 9, 1995, November 5, 2013 and May 6, 2023.
